The architecture field is spurring the improvement of the system.
If the passing of the architectural service promotion act in the national assembly plenary session was a long-cherished ambition in 2012, a mission for the current year is preparing sub legislations such as an enforcement ordinance, regulations, and so on.
After establishing the architectural service promotion act on June 4, 2013, ‘Architectural Design Industry Fostering TF Team’ consisting of the Ministry of Land, Infrastructure, and Transport, AURI (Architecture & Urban Research Institute), and private experts in the architecture field had forty six meetings about twenty two promotion works over three months from August by separating into ten departments, and the draft of the architectural service promotion act that is core content of sub legislation was prepared.
Remarkable is the process of the enactment of the bill. Going through mutual agreement and enhancement of public opinion to reflect the opinions of the parties is reflected from the Ministry of Land, Infrastructure, and Transport’s the will of creating a system fitting the purpose, and it is a fact that finding such a legislation process is rare.
There are, however, problems to solve and a long and winding road ahead. Because most implementation policies are directly connected with the government’s budget, agreement with the related departments such as the Ministry of Strategy and Finance, the Ministry of Government Administration and Home Affairs, and etc. is the most important thing to be valid. Actually, the tug-of-wall would not be a matter that will be end at a time.
Eventually, the architecture field would have to not only require the government, but also verify how much the architectural design field could contribute to public interests itself.
