The International Competition of Masterplan and Space/Facility Design for Nodeul Dream Island
<Concert, culture, experience space design fully reflecting the intention of operator selected through the 2stage of the competition >
Seoul Metropolitan Government holds an international competition in order to establish a Music-led cultural complex until 2018, in which domestic and oversea specialists from various fields of architecture, landscape architecture, urban design, etc. can participate. This competition has been proceeding in three parts: (first) the Operation Concept Competition, (second) the Operation Panning /Facility Concept Competition, and (third) the Space/Facility Construction International Competition.
Nodeul Dream Island Competition has selected “Urban Transformer” as the operator through the 1st and 2nd stages started from June 2015. The 3rd stage of the competition calls for the Master Plan and design of Space/Facility in order to realize the selected operator’s proposal. The selected operator proposed “Establishment of a music-led cultural complex” in which many citizen can enjoy pop-music concert, festival, service of cultural/innovative industry, exhibition, experiencing event, etc.
Seoul Metropolitan Government established a program for present including necessary facilities and the scale considering citizen participation and publicity for the realization of proposed operation program. Additional program would be prepared for the future. It is expected that creative and various design would be proposed through this competition.
The scope and subject of the 3rd stage of the competition includes a pop-music concert hall with 400-500 seats within total floor area 10,000㎡, a concert hall for musical play, a creation/start-up support facility within 7,000㎡ for culture planning and innovative industry, and a multi-purpose hall with 200 seats for music/cultural performance, event, conference, etc.
A team of maximum 5 specialists of architecture, landscape architecture, urban design, etc. can enter the competition, and al least 1 person of the team should be licensed architect in Korea or oversea.
Seoul Metropolitan Government will select maximum 7 top entries. To the 1st place winner among them, design right of design development and construction document phase will be granted.
Duration of the Competition is from February 29, 2016 to May 27, 2016, and winners will be selected on June 20th through Technical Jury (June 14) and Main Jury (June 15~17).
The award ceremony and exhibition for winning projects will be held in July.
Design right of design development and construction document phase will be granted to the 1st place (1 project), 50 million KRW will be granted to the 2nd place (1 project), 30 million KRW will be granted to the 3rd place (1 project), and 5 million KRW will be granted to runner-up (up to 4 projects).

Project Outline
Eligibility : All professionals in architecture, landscape, and urban design can enter in this competition. In the case of joint application, a team can have up to five(5) members at maximum.

노들꿈섬 공간 ‧ 시설조성 국제설계공모
<운영공모 당선작의 의도가 최대한 반영된 공연, 문화, 체험 공간 설계>
서울시에서는 노들섬을 2018년까지 “음악중심 복합문화기지”로 조성하기 위해 건축, 조경, 도시설계 등 국내외 전문가가 참여하는 국제설계 공모를 개최한다.
노들꿈섬 공모전은 지난 2015년 6월부터 시작된 1차, 2차 공모전을 통해 운영자로 “어반트랜스포머”팀을 선정하였으며, 3차 공모인 공간 시설조성 공모전을 통해 이들의 제안을 구현하고자 한다.
선정된 운영자는 노들섬에 다양한 시민들이 즐길 수 있는 대중음악 공연 및 페스티벌, 문화·창조산업 서비스, 전시·체험행사 등을 주요 내용으로 “복합문화기지 조성”을 제안하였다. 운영 프로그램을 실현하기 위해 당선자가 제안한 프로그램 중 시민의 참여와 공공성 등을 고려하여 우선적으로 필요한 시설과 규모가 산정되었으며 향후 여건 변화에 따라 새로운 프로그램이 추가될 예정이다. 이번 공모를 통해 운영 프로그램이 현실적으로 구현될 수 있는 창의적이고 다양한 설계안이 마련되기를 기대한다.
3차 공모의 설계범위 및 대상은 약 6만㎡의 노들섬 상단부에 “복합문화기지”의 특성을 최대한 살릴 수 있도록 연면적 약 1만㎡ 규모 안에서 400~500석 규모의 대중음악공연, 뮤지컬 연극공연이 가능한 공연장, 7,000㎡ 규모로 문화기획 및 창조산업 활동이 가능한 창작・창업지원시설, 200석 규모의 음악・문화공연과 행사・컨퍼런스가 가능한 다목적홀을 포함한 공간이다.
참가자격은 국내외 건축, 조경, 도시설계 등 관련 분야 전문가로 총 5명까지 공동응모가 가능하며, 참가자 중 최소 1인은 국내 또는 외국의 건축사 자격을 갖춰야 한다.
서울시는 총 7작품 이내의 수상작을 선정하고, 1등 당선자에게는 기본 및 실시설계권을 부여한다.
공모기간은 2016년 2월 29일부터 5월 27일까지이며, 6월 14일 기술심사, 6월15일~17일 본심사를 거쳐 6월 20일 당선작 및 입상작을 발표한다. 또한 당선작을 대상으로 7월 중 시상식 및 전시회를 개최할 예정이다.
