Name of project
○ Construction of Jeonnam Provincial Museum of Art

Purpose
○ To lead cultural development in South Jeolla Province a time-honored artistic hometown, expand an opportunity for residents to appreciate culture in relatively deteriorated eastern areas, and construct a creative, symbolic and artistic provincial museum of art.

Target and scope of project
○ Location : Lot 9, situated at #227, Indong-ri, Gwangyang-eup, Gwangyang-si, South Jeolla Province
○ Area : 17,465㎡
○ Use district : Type 2 residential area(2,232㎡), natural green or greenbelt (13,002㎡) and general commercial area(2,231㎡)
○ Total ground area : 12,000㎡ (±5%)
○ Usage : Facilities for culture and assembly (Art museum)
– Exhibition space : Permanent Exhibit Hall, Planning Exhibit Hall, and Special Exhibit Hall, etc.
– Storage space : Storage, Preparation Room, Reference Room, and Management Warehouse, etc.
– Education space : AV Room, Seminar Room, and Education & Experience Room
– Management space : Office, Docent Room, Director’s Office, Meeting Room, Machinery/Electrical Room, etc.
– Amenities : Cafeteria, Lounge, Locker Room, Nursery Room, Kids’ Cafe etc.
– Other facilities : Writers’ Residence, Event Space, etc.
– Subsidiary facilities : Parking Lot, Outdoor Sculpture Park, Small Outdoor Performance Stage, etc.
○ Construction cost : 35,937 million won (including VAT)
○ Service cost : 1,557 million won (including VAT)
※ Service cost includes design costs covering construction, civil engineering, machinery, landscaping, electricity, fire-fighting, communication,life-saving and rescue, lighting, interior, and signboards and other paperwork expenses required for various administrative procedures.
※ Service cost includes preliminary certification cost and its process expenses (Energy Efficiency Level 1, Barrier-Free Life Environment and Green Architecture) as well as any and all expenses covering permit and licenses required for various administrative procedures.
○ Period of design : 9 months from the date of set-up of construction
○ Period of construction : 24 months from the date of commencement of construction

Purpose of design competition for construction
○ To select excellent design drafts by examining the entries, based on a design competition method in accordance with the Article 21 of ‘Architectural Service  Promotion Act’, Article 17 of ‘Enforcement Ordinance to the same act’ and this operational Guidelines for International Architectural Design Competition(hereafter referred to “Guidelines”) in order to select a person who submitted an excellent design draft equipped with creativity, practicality, artistry, economic feasibility and quality of work through an international design competition in selecting a designer of architecture.

Method of design competition
○ An open competition targeting design experts at home and abroad.

○ 전남도립미술관 건립공사

사업 목적
○ 예향 전남의 문화 발전을 견인하고 도민의 문화 향유기회 확대를 선도하며, 상대적으로 열악한 동부권의 문화향유 기회를 확대할 수 있도록 창의적이며 상징성을 가진 예술성이 살아 있는 도립미술관을 건립하고자 함

사업 대상 및 범위
○ 위치 : 전라남도 광양시 광양읍 인동리 227 외 9필지
○ 대지면적 : 17,465㎡
○ 용도지역 : 제2종일반주거지역(2,232㎡), 자연녹지(13,002㎡), 일반상업(2,231㎡)
○ 연 면 적 : 12,000㎡내외 (±5% 범위 내 조정 가능)
○ 용도 : 문화 및 집회시설(미술관)
– 전시공간 : 상설전시실, 기획전시실, 특별전시실 등
– 수장공간 : 수장고, 준비실, 자료실, 관리창고 등
– 교육공간 : 시청각실, 세미나실, 교육 및 체험실
– 관리공간 : 사무실, 학예실, 관장실, 회의실, 기계/전기실 등
– 편의시설 : 카페테리아, 휴게실, 물품보관소, 수유실, 키즈카페 등
– 기타시설 : 작가 레지던스, 이벤트 공간 등
– 부대시설 : 주차장, 야외조각공원, 소규모 야외공연장 등
○ 공사비 : 35,937백만원(부가가치세 포함)
○ 용역비 : 1,557백만원(부가가치세 포함)
※ 건축, 토목, 기계, 조경, 전기, 소방, 통신, 구조, 조명, 인테리어, 사인물 등의 설계비 및 각종 행정절차에 필요한 자료작성 제반업무를 포함
※ 인증(에너지효율등급<1등급>, 장애물 없는 생활환경, 녹색건축)에 따른 예비인증 및 업무수행료 포함, 각종 행정절차에 따른 인허가비용 등 일체의 비용 포함
○ 설계기간 : 착수일로부터 9개월 이내
○ 공사기간 : 착공일로부터 24개월 이내

건축 설계공모의 목적
○ 건축 설계자를 선정함에 있어 국제 설계공모를 통하여 창의성, 실용성, 예술성, 경제성, 작품성을 갖춘 설계안을 제출한 자를 선정하고자 건축사법에 의한 설계를 「건축서비스산업 진흥법」제21조, 동법 시행령 제17조, 건축설계공모운영지침에 의한 설계공모 방식을 통하여 응모작품을 심사하여 우수한 설계안을 선정한다.

설계공모의 방식
○ 본 설계공모는 국내외 전문가를 대상으로 한 공개경쟁 방식
